The Roma Education Fund is seeking a new Executive Director

I. Introduction
The Roma Education Fund (REF) is seeking a new Executive Director to lead the organisation in the fulfillment of its 2010-2015 Strategy, approved by the REF Board in October 2009.

The REF runs six major programmes:

- Project grants to NGOs and governments
- Tertiary education scholarships to Roma students studying for BA, Masters and PhD.
- Policy development and capacity building
- Direct implementation of large-scale EU-funded projects
- Reimbursable grants to NGOs to ensure Structural Fund projects can start on time
- Communication and outreach

The REF annual budget has averaged around 6 million EUR over the last three years, but this is expected to increase over the course of the medium term strategy as the organisation becomes more successful in securing funding from European and national sources.

The Roma Education Fund is a headquartered in Budapest, Hungary, but has established foundations in Switzerland, Hungary and, most recently, Romania. The Executive Director serves as Executive Director for all three foundations. The Director is responsible to the REF
Board of each foundation.

Roma Education Fund seeks a Researcher

The Roma Education Fund, an international organization supporting quality education for Roma children, seeks a Researcher to work under the supervision of the Capacity Building and Policy Development Manager in order to implement the research agenda of the organization.

The position is expected to be based in Budapest, but the Roma Education Fund will consider applications from those who do not wish to move to Budapest but would be prepared to travel regularly to Budapest as necessary to complete the assigned tasks.
The position is a full-time position.

REF SEEKS FINAL EXTERNAL EVALUATION OF ROMA SECONDARY SCHOLARSHIP     PROGRAM “ALIANCE FOR INCLUSION OF ROMA IN EDUCATION”- TERMS OF REFERENCE

Project background:

Alliance for Inclusion of Roma in Education is a four year project implemented by Foundation Open Society Institute – Macedonia (FOSIM) in partnership with the Ministry of Education and Science of RM/Department for Promotion and Development of Education in the Languages of Minorities and in cooperation with the Bureau for Development of Education (BDE). The project is granted by Roma Education Fund (REF) and is an enhancement of the secondary school component of the Roma Education Program that has been implemented by FOSIM since 2004.
 
The goal of the project is through positive interventions to improve the retention and achievement rate of targeted Roma students enrolled in secondary education in the country.

REF seeks Pedagogical Advisor Consultant

Terms of Reference

Background:

REF has been supporting desegregation projects in Bulgaria, with aim to enable Romani students from segregated communities enroll and to succeed in integrated education since it was established 2005 and now REF seeks an external pedagogical expert in Bulgaria who will help project implementing NGOs in developing differential methodology for different education needs of beneficiaries.

Objective

The pedagogical advisor will help the grantee of the Roma Education Fund in developing a solid education methodology in selected number of schools, where project children from socially disadvantaged background are enrolled. The focus will be in three schools attended by children with very low academic achievements and another four schools by children with average academic achievements with aim to increase basic literacy of the project children in all grades by the end of the project

Background info

On June 1-2, 2009 the Serbian Presidency of the Roma Decade organized the international conference “The Right to Education for Every Child: Removing Barriers and Fostering Inclusion for Roma Children” in Belgrade, Serbia.

The conference was hosted by the Presidency of the Serbian Government and supported by UNICEF, the Roma Education Fund, Foundation for Open Society (FOS) Serbia and the World Bank, and has been the the first during the Roma Decade entirely dedicated to education. It brought together representatives of governments, Roma civil society, international agencies and education experts with the aim to share their experiences and chart out a new agenda on how to break down the barriers to quality education that Roma children currently face.

The Roma Education Fund and Gallup Organization Romania conducted a joint research, titled "Analysis of the impact
of affirmative action for Roma in high schools,
vocational schools and universities". The report presents the results of an integrated analysis (qualitative, quantitative and document analysis) of the impact of the affirmative action for Roma people in secondary and higher education institutions. The purpose is to understand the effects of the implementation of the affirmative action mechanisms and their impact upon beneficiaries
and the communities from which they come.

REF policy note on conditional cash transfers
